WATERSHED
SCIENCE & ENGINEERING February 14, 2023
Exhibit A —Scope of Work
West Interchange Hydraulic Analysis Scope of Work
Kittitas County, WA
CenterFuse, a business development authority for the City of Ellensburg, has commissioned a study to
develop a land use and development plan for the 1-90 West Interchange area (study area) within Ellensburg
and unincorporated Kittitas County, WA (Figure 1). Portions of the study area are located within the
mapped FEMA floodplain and floodway of Reecer and Currier Creeks. Kittitas County will provide input to
the plan by using existing County hydraulic models to evaluate two alternatives to reduce flooding within
the study area. The County has retained Watershed Science & Engineering (WSE) to complete the hydraulic
modeling, evaluation, and refinement of the alternatives. The work will be completed using the County's
FEMA effective HEC -RAS 2D models of Currier and Reecer Creeks.
Figure 1. Approximate West Interchange Study Area
WSE's scope will include the following tasks:
Task 1. Data Collection and Review
Task 1.1 Data Collection and Review
WSE will collect and review existing data needed to conduct the study. Data will include but not be limited
to the effective Flood Insurance Study (FIS), topographic data including 2019 LiDAR, existing condition land
use, and existing building locations. WSE will communicate with CenterFuse's consultant Maul Foster
Alongi (MFA) to obtain information on proposed conceptual development plans, existing land ownership,
and stakeholder objectives.
