Cook and Arden Thomas <br />RECOMMENDATION: <br />Direct staff prepare enabling documents for Board action. <br />BRIEFING SUMMARY: <br />• For several years, the Flood Control Zone District (FCZD) has been meeting with <br />West Interchange property owners discussing economic development issues and <br />mapped floodplain. <br />• Recently, CenterFuse secured a Department of Commerce planning grant to <br />evaluate land use development in the West Interchange area. <br />• The FCZD budgeted a floodplain modeling effort in the West Interchange area in <br />our 2023 Capital Facility budget — anticipating the land use study. <br />• PW and WSE have developed a scope of work and fee and is ready to contract the <br />modeling effort. <br />BACKGROUND: <br />After several years of discussion, efforts are underway examining land use actions in the <br />West Interchange area of Ellensburg. Supporting the effort, the FCZD budgeted <br />floodplain modeling support in our 2023 Capital budget. Staff is now ready to contract <br />for modeling support services. <br />DISCUSSION: <br />WSE was recently selected as a Task Order consultant for PW. WSE is the firm that has <br />created two-dimensional flood models for Currier and Reecer Creeks for the FCZD. The <br />proposed scope of modeling support is summarized below: <br />• Evaluate inset floodplain storage for the current alignments of Currier and Reecer <br />Creeks in the West Interchange area using the 100 -year flood event. <br />• Evaluate inset floodplain storage for a preferred alternative combing the <br />alignments of Currier and Reecer Creeks in the West Interchange area using the <br />100 -year flood event. <br />Page 1 of 3 <br />Public Works "Work Session Staff Report", 2023 <br />
