BOARD OF COUNTY COMMISSIONERS COUNTY OF KITTITAS STATE OF WASHINGTON ORDINANCE NO. 2023 - ESTABLISHMENT OF A SPEED ZONE AND THE PLACEMENT OF SPEED LIMIT SIGNS ON THE ENTIRE LENGTH OF ON -SYSTEM ROADS WITHIN THE BLACK HORSE AT WHISKEY CREEK PLANNED UNIT DEVELOPMENT AND THE PLACEMENT OF STOP SIGNS AT INTERSECTIONS AND AMENDING SECTION 10.08.010 AND SECTION 10.12.010 OF THE KITTITAS COUNTY CODE WHEREAS: Kittitas County manages roadway speed limits and designates the placement of Stop and Yields in County Code Title 10; and WHEREAS: Changing a speed limit and designating placement of stop and yields on a County Roadway requires amending Section 10.08.010 and Section 10.12.010; and WHEREAS: Kittitas County has determined that twenty-five miles -per -hour is an appropriate speed limit for the entire length of the on -system roads within the Black Horse development including 29`h Avenue, Mustang Court, Morgan Court, Longhorn Loop and those portions of Roundup Drive, Wrangler Drive and Bridle Way located north of 29th Avenue; and WHEREAS: Kittitas County has determined that the placement of stop signs at the following intersections would improve safety vehicular traffic: • Intersection of Reecer Creek Road and 291h Avenue • Intersection of Roundup Drive and 29th Avenue • Intersections of Longhorn Loop and 29" Avenue • Intersection of Wrangler Drive and 291h Avenue • Intersection of Wrangler Drive and Morgan Court • Intersection of Wrangle Drive and Brindle Way • Intersection of Brindle Way and Bowers Road • Intersection of Roundup Drive and Mustang Court; and WHEREAS: The Board of Kittitas County Commissioners did hold a public hearing on Tuesday, February 7, 2023, at 2:00 pm to hear public testimony regarding the establishment of speed zone and placement of speed limit signs and Stop signs on the above listed roads; and
