ATTACHMENT18-C (1) <br />SUBRECIPIENT AGREEMENT <br />BETWEEN <br />KITTITAS COUNTY AND THE HOPESOURCE <br />This Agreement is made between KlTTITAS COUNTY (herein called the Local Government)andHOPESOURCE(herein called Subrecipient]for the CDBG-CV1 Public Service Subsistence Payments andChildcareServices(herein called the Project). <br />As the Washington State Department of Commerce (Commerce)is authorized by the federalDepartmentofHousingandUrbanDevelopment(HUD)to provide funds to units of local governmentselectedtoundertakeandcarryoutprojectsundertheWashingtonStateCommunityDevelopmentBlockGrant(CDBG)Program in compliance with all applicable local,state,and federal laws,regulationsandpolicies;and <br />As the Local Government has applied for and received a CDBG award,contract number 20-6221C-115(CFDA 14.228),to fund the Project with Federal Award Identification Number (FAIN):B-20-DW-53-0001;and <br />As it benefits the Local Government to engage the Subrecipient to accomplish the Scope of Work andtheobjectivesofthelocalCDBGproject;for Activities to prevent,prepare for,and respond tocoronavirusinpartnershipwithlocalserviceprovidersfortheCDBG-CV1 consortium area. <br />The parties agree that: <br />1.SCOPE OF SERVICES <br />A.Local Government Responsibilities <br />The Local Government is responsible for administration of the CDBG contract,and ensuring CDBGfundsareusedinaccordancewithallprogramrequirements[(24 CFR 570.501(b)]and its CDBGcontractwithCommercereferencedabove.The Local Government will provide such assistanceandguidancetotheSubrecipientasmayberequiredtoaccomplishtheobjectivesandconditionssetforthinthisAgreement. <br />B.Subrecipient Responsibilities <br />The Subrecipient will complete in a satisfactory and proper manner as determined by the LocalGovernmentthefollowingtaskstoaccomplishtheobjectivesofprincipallybenefitinglow-andmoderate-income persons.The Subrecipient will periodically meet with the Local Government toreviewthestatusofthesetasks. <br />Principal Tasks <br />Approx.76 LMI persons to receive direct services <br />•Complete the environmental review and prepare an environmental review record incompliancewithNEPArequirementsforCDBG. <br />•Develop and establish CDBG-CV program's policies and procedures,including CDBGincomequalification,COVID-19 impact verification,prevent duplication of benefits,andbeneficiaryreportingrequirements. <br />Revised 1/25/2021ContractPage002 <br />Page 1 of 14 <br />Doc ID:7af681bb0ca653703df74fe4909e206e42be12f0
