KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />2023 AGENDA STAFF REPORT <br />AGENDA DATE: January 17, 2023 <br />ACTION REQUESTED: Conduct a Public Hearing to consider a request for on - <br />system road establishment for roads within the Black Horse <br />at Whiskey Creek Planned Unit Development. <br />BACKGROUND: Final Plat was approved December 21, 2021, for the first <br />phase of the Black Horse at Whiskey Creek Planned Unit <br />Development (Black Horse). This included 80 lots located <br />north of 291h Avenue. The final plat dedicates the roads and <br />ways to the public for all roads north of 291h Avenue. <br />Public Works received an On -System County Road <br />Establishment application for the roads serving the north <br />half of the plat. Roads being considered for on -system <br />establishment include 29th Avenue, Mustang Court, <br />Morgan Court, Longhorn Loop and the portions of <br />Roundup Drive, Wrangler Drive and Bridle Way located <br />north of 291h Avenue. <br />Kittitas County Code 12.01.160 identifies the steps for a <br />road to become part of the county road system. This <br />includes planning, design, right-of-way, construction, <br />inspection, acceptance through resolution and warranty <br />period. <br />Roads constructed within the Black Horse at Whiskey <br />Creek PUD were planned to meet the public standard and <br />have been verified in the field to meet this requirement. <br />These roads have met the design and construction criteria <br />for a public road. The roads were paved in 2021 and a top <br />course in 2022. The developer has provided testing data to <br />meet the required material standards. Current county code <br />only allows for a ten percent maintenance bond for the road <br />system. Staff has determined the risk is low enough that <br />collecting and managing the ten percent maintenance bond <br />is likely more trouble than the bond is worth. <br />
