<br />Professional Services Agreement (rev. 09/24/2018) <br />Page 13 of 19 <br />EXHIBIT "A" <br /> <br /> SCOPE OF WORK <br /> <br />In addition to providing all material and labor, the Contractor shall perform the following: <br /> <br />Scope 1: Broadband Action Team Development and Coordination <br /> <br />Task: <br />• Assist with the requirements of the five-year action plan and digital equity <br />plan as defined by the NTIA (NOFO) for the BEAD and digital planning <br />activities <br />• Develop a stakeholder engagement approach as defined by the BEAD <br />digital planning activities <br />• Assist with the NTIA Statewide Digital Equity Guidance Plan and BEAD <br />Five-year Action Plan development for the county <br />• Manage public engagement and stakeholder outreach to ensure maximum <br />BAT participation <br />Deliverable: <br />• 5 Year Action Plan and Digital Equity Plan, NTIA requirements <br />• Quarterly Report and Commissioner/Staff Status Report <br />Scope 2: Develop Operating Current Model <br /> <br />Task: <br />• Identify business planning objectives <br />o Assist in development and approval of county policies and <br />objectives for network ownership <br />• Analyze Plant Management Operating Model(s) <br />• Identify Network Operating Model(s) through Regional Service Provider <br />Coordination <br />o Review Public-Private Partnership and Open Access Models <br />• Review/Create/Update Current Organizational Information and Policies: <br />o Line Extension Policy <br />o Aid To Construction Policy <br />o Pole Attachment Policy <br />o Asset Management Plan <br />Deliverable: <br />• Public Communications/Transparency Plan
