Revenue <br />Offset <br />Federal or other unallowable funds that paid for MAC activities must be offset in the MAC <br />invoice. <br />The Contractor <br />is: <br />4.14.1. <br />Prohibited from submitting a request for FFP reimbursement to HCA unless <br />all funds are appropriately offset according to all federal, state, HCA and CMS <br />Regulations, the CAP, Manual and this Agreement; <br />4.14.2. <br />Required to certify the accuracy of the funds that are offset and the accuracy <br />of the requested FFP reimbursement by signing the A19; <br />4.14.3. <br />Required to ensure there is no duplication in FFP reimbursement between <br />programs or cost objectives; <br />4.14.4. <br />Financially responsible for repayment of any duplicated funds; <br />4.14.5. <br />Required to provide documentation that Coordinators have been trained and <br />fully understands the scope of work and terms of each funding source; and <br />4.14.6. <br />Required to perform an assessment to determine whether each cost objective <br />contained within the MAC budget unit(s) has potential to overlap with MAC; <br />4.14.7. <br />The Contractor is prohibited from using any source of funds contained within <br />the MAC budget unit until they have been assessed and determined <br />appropriate; <br />4.14.8. <br />The Contractor must complete the assessment as frequently as necessary to <br />ensure proper allocation of cost, but at least annually and must be available <br />upon request. <br />4.14.9. <br />If the assessment determines any portion of the scope of work overlaps with <br />MAC activities, the entire cost objective is deemed to overlap and is <br />prohibited from being used as CPE; and <br />4.14.10. <br />Required to identify costs that must be offset, and verify the remaining net <br />costs are allowable for inclusion in the MAC program and eligible for FFP <br />reimbursement. <br />5. Skilled Professional Medical Personnel (SPMP) Requirements <br />Contractor staff who have completed a two -or -more -year program leading to an academic degree <br />or certificate in a medically related profession, demonstrated by possession of a medical license, <br />certificate or other document issued by a recognized National or State medical licensure or <br />certifying organization, or a degree in a medical field issued by a college or university certified by a <br />professional medical organization are eligible for a seventy five percent (75%) enhanced <br />Washington State Page 47 of 53 HCA IAA K4649 <br />Health Care Authority Revised 10/2020 <br />
