Supplanting Compliance: SHBG: If SABG funds support this Contract, the Block Grant will not be used to <br />supplant State funding of alcohol and other drug prevention and treatment programs. (45 CFR section <br />96.123(a)(10)). <br />i. Citizenship/Alien Verification/Determination: The Personal Responsibility and Work Opportunity <br />Reconciliation Act (PRWORA) of 1996 (PL 104-193) states that federal public benefits should be made <br />available only to U.S. citizens and qualified aliens. Entities that offer a service defined as a "federal public <br />benefit" must make a citizenship/qualified alien determination/ verification of applicants at the time of <br />application as part of the eligibility criteria. Non -US citizens and unqualified aliens are not eligible to <br />receive the services. PL 104-193 also includes specific reporting requirements. <br />j Federal Compliance: The Contractor or Subrecipient shall comply with all applicable State and Federal <br />statutes, laws, rules, and regulations in the performance of this Contract, whether included specifically in <br />this Contract or not. <br />k. Civil Rights and Non -Discrimination Obligations: During the performance of this Contract, the Contractor or <br />Subrecipient shall comply with all current and future federal statutes relating to nondiscrimination.
