Cook, Director, P.E. <br />WORK PROGRAM PROPOSAL <br />DETERMINE CITY ANNEXATION LIMITS <br />INTRODUCTION <br />City limits are defined by their original plats together with any additional areas that have been <br />annexed into the city limits. Unfortunately, these historic annexation documents are not <br />consistent in their means and methods and may exist by city council meeting notes, resolutions, <br />or in the worst case, only by informal agreements without any documents whatsoever. <br />There have been multiple instances where the city limits cannot be determined, or the perceivec <br />limits do not match available documents. <br />MOTIVATION <br />With additional growth comes additional complexities, and both county growth and city growth is <br />leading to more expensive and more complicated infrastructure. Knowing whether things like <br />electrical transformers, 5G antennas, or fiberoptic hubs are in the city or county can assign <br />benefits and responsibilities to the correct jurisdictions. <br />Additionally things like road repair and maintenance, accident reporting, or jurisdiction in <br />criminal events have popped up during the past 7 years. <br />PROJECT PROPOSAL <br />A plan is proposed to research, review, and retrace historic annexation documents and compile <br />them into a survey quality digital archive (AutoCad format). This would show a highly accurate <br />visual representation of jurisdictional limits between county and city properties. If there was a <br />desire, this information could then be shared with the cities, exported for GIS usage, or provided <br />to decision makers. <br />Given that Public Works has invested significant resources over the past 7 years mapping and <br />establishing a highly accurate Monument Control Network, determining these annexation limits <br />can be done without much field work at all. <br />Reviewing all these documents and compiling the data into a geo-referenced format is expected <br />to be about 6-8 weeks of work, stretched over the next few years. In the case of a complete <br />absence of documents, creating agreements to establish these jurisdictional lines may be <br />required. <br />411 N.
