KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: December 12, 2022
TOPIC: Annexation Survey Work Program
ACTION REQUESTED: Direct Staff
LEAD STAFF:
Mark R. Cook and Justin Turnbull
RECOMMENDATION:
Support Public Works (PW) decision affirming corporate city limits for all incorporated
cities in the county.
BRIEFING SUMMARY:
• Recently, PW became aware of a lack of documentation supporting city corporate
boundaries for the city of Kittitas.
• PW presumes that other cities in the county have conducted annexations and
documentation may be lacking or incomplete as it relates to county road files.
• PW proposing a survey work program first quarter of 2023 collecting missing
records for inclusion in county road files.
BACKGROUND:
Recent solicitations to the City of Kittitas and City of Cle Elum, from the County
Surveyor, suggests missing or incomplete annexation detail resides in county road files.
DISCUSSION:
The work program will entail solicitation from all cities for recent annexations. Once
annexation data is collected from all cities, survey will update impacted road files. PW
will also review internal business practices surrounding annexations. If any significant
changes are mandated from our business review, we will return to the Board of County
Commissioners for discussion prior to implementation.
FISCAL IMPACTS:
The work program is budgeted within the 2023 PW Administration budget.
ATTACHMENTS:
EXHIBIT 1: PROPOSED 2023 WORK PROGRAM
Pagel of 2
Public Works "Work Session Staff Report", 2022
