KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />MONDAY 1:54 PM November 28, 2022 <br />Board members present: Vice -Chairman Cory Wright, and Commissioner <br />Brett Wachsmith <br />Others: Mark Cook, Arden Thomas, Rebecca Cruse, Public Works; Dan <br />Carlson, Jessica Miller, Toni Berkshire, Jeremiah Cromie, Jeremy <br />Larson, Chace Pederson, Kelly Bacon, Community Development Services; <br />(2) Members of Public. <br />At 1:54 pm Vice -Chairman Cory Wright opened the Public Works Study <br />Session. <br />No Citizens Comments <br />SEARCH AND RESCUE ARCHITECTURAL CONTRACT DISCUSSION <br />Mark Cook briefed the Board of County Commissioners on the multiple <br />components that are affecting the Search and Rescue Facility. Mark <br />Cook stated that the facility has grown in scope from initial <br />proposal and expansion includes an Emergency Command Center within <br />the facility. Mark Cook added that the county is obligated the $1.2 <br />million from congressional spending and a minimum of $2 million is <br />predicted to build a shell of the facility and build out the rest in <br />phases spread through several years. Mark Cook requested Board <br />direction on this project moving forward. Vice -Chairman Cory Wright <br />requested a special session be scheduled with staff. <br />BLACK HORSE AND WHISKEY CREEK UPDATE <br />Mark Cook briefed the Board of County Commissioners on the data <br />loggers from Black Horse Ponds. Mark Cook stated that currently, the <br />ponds are functioning as designed with the exception to Pond 3 and DR <br />Horton is prepping ponds to begin a 2 -year monitoring period. Mark <br />Cook shared an update on the status of the interior roads at the <br />Black Horse development and 90% of the paved roads have passed <br />requirements to be established onto the county road system. <br />2023 ROAD STANDARDS REVIEW COMMITTEE DISCUSSION <br />Mark gave background on past review of the County Road Standards and <br />stated that in 2018 KPG evaluated the road standards and that the <br />review committee in 2018 had several splits due to illness and the <br />pandemic. Mark Cook added that staff had a renewed interest and <br />requested Board of County Commissioners support to organize the <br />2022-11-28 MINUTES <br />
