Washington State Parks & Recreation Commission <br />Overview of Agency Eligibility Requirements and <br />Qualifications <br />Only counties or local public agencies having jurisdiction over waters used for recreational boating and <br />possessing the authority to enforce the Revised Code of Washington and the Washington Administrative <br />Code are eligible to apply to receive vessel registration fees. Participating agencies must: <br />Administrative & Financial Requirements <br />1. Sign an annual agreement with State Parks. <br />2. Designate a "Marine Lead": A single point of contact that oversees the day-to-day program <br />operations, commits to attend the annual marine law enforcement conference, and responds to <br />surveys sent by State Parks. <br />3. Designate a "Marine Supervisor": A single point of contact that has administrative authority <br />over the marine program for the agency. <br />4. Report recreational boating safety activities and certain financial data to State Parks. <br />5. Place allvessel registration fees into a dedicated account, agree to spend them only on eligible <br />expenses and agree to accountability requirements. <br />6. Provide digital links to all local ordinances regulating recreational boating. <br />Operational Requirements <br />7. Employ Officers / Deputies commissioned to enforce Washington state law. <br />8. Send all marine Officers / Deputies through the Washington State Parks Basic Marine Law <br />Enforcement Academy. <br />9. Maintain annual training qualification currency for each participating Officer / Deputy. <br />l-0. Provide the appropriate vessels and equipment to carry out the operational requirements. <br />L1. Report all boating accidents that occur within the jurisdiction (that meet minimum criteria) <br />pursuant to RCW 79A,60.200, RCW 794.60.220 and WAC 352-70. <br />L2. Respond and provide assistance to boaters for on-water emergencies, complaints, and <br />accidents. <br />13. Commit to a minimum number of hours patrolling the waters used by recreational boaters <br />during peak boating season. <br />14. Actively enforce Washington's boating safety laws and regulations. <br />L5. Conduct vessel safety inspections for recreational boaters. <br />16. Provide a boating safety education and outreach program and designate at least one Officer / <br />Deputy to receive the Adventures in Boating lnstructor training and to manage the program. <br />17. Place and maintain aids to navigation as legislated buy localordinances. <br />Page 5 of 18
