Attachment D
_- WORK PLAN
FY 2021 Emergency Management Performance Grant- American Rescue Plan Act
EMergomy Management Organlzallon: Kittitas County Sheriff's Office
The purpose of EMPG-ABPA is to assist with the enhancement, sustainment and improvement of state, local, and d
tribal emergency management programs. Activities conducted using EMPG-ARPA funding should relate directly to the
five elements of emergency management- prevention, protection, response, recovery, and mitigation. Washington
State does not require a specific number of activities to receive EMPG-ARPA funding. However, there are required
capabilities that must be sustained in order to remain eligible for EMPG ARPA funding, including but not limited to the
ability to communicate and warn, educate the public, plan, train, exercise, and be NIMS compliant. The Work Plan
delineates the Emergency Management Organization's emergency management program planning and priority focus
for this grant cycle (to include EMPG grant and local funds).
4.5 incident Management
Primary Core Capability
Secondary Core Capability
WORK PLANNED
i and Safety
Mass Search and Rescue Operations
or Sustain I Building
Purchase Unmanned Aerial
Vehicle (UAV) and system (AEL
030E-07-SUAS)
Purchase a Utility Terrain Vehicle
(UTV) trailer (AEL 12TR-00-TEgp)
IDENTIFIED
The UAVs will be used in training, response
to Search and Rescue Operations, Tactical
Operations, and Natural Hazard response
to include flooding and wildland fires. This
program will be continuing throughout the
years to better respond to Emergency
_Management (EM) incidents or events.
The county identified a gap in response
times and needs a UTV trailer for quicker
response to remote areas or areas where
normal vehicles can't operate (e.g., where
flooding has occurred). A UTV cannot
legally be driven from the office to a crisis
site and the county does not currently have
a trailer to haul the UTV to response sites.
ANTICIPATED PROJECT IMPACT
The establishment of the EM
drone program will greatly
enhance response to hazards and
threats in a quicker more efficient
and effective manner. EM will be
able to assess and allocate
resources more effectively.
The county will be able to use the
trailer to haul/deploy the UTV to
crisis sites, allowing for quicker
response.
DHS-FEMA-EMPG-ARPA-FY21 Page 32 of 34 Kidbis County Sherifrs Otfioe EM E22-264
4.7 Communications and Warning
Primary Core Capability
Operational Communications
Build or Sustain
Sustaining/Maintaining
WORK PLANNED
IDENTIFIED GAP/NEED
ANTICIPATED PROJECT IMPACT
- Purchase portable radio
The AAR from Cascadia realized the need
Strengthen communication
equipment and batteries.
for RACES teams to be able to send
capabilities in the command posts
- Purchase RACES radio equipment
"packet" information.
