Closeout <br />COMMERCE will advise the Grantee to initiate closeout procedures when there are no impediments to <br />closing and the following criteria have been met or soon will be met: <br />A. All costs have been incurred with the exception of closeout costs and any unsettled third -party <br />claims against the Grantee. Costs are incurred when goods and serv ices are received or contract <br />work is performed. <br />B. The Grantee has held a public hearing to review program performance. <br />C. The Grantee has submitted the Contract Closeout Report. Failure to submit a report will not <br />preclude COMMERCE from effecting closeout if it is deemed to be in the state's interest. Any <br />excess grant amount in the Grantee’s possession shall be returned in the event of failure to finish <br />or update the report. <br />21. Order of Precedence <br />In the event of an inconsistency in this Grant, the inconsistency shall be resolved by giving precedence <br />in the following order: <br /> Applicable federal and state of Washington statutes and regulations <br /> Special Terms and Conditions <br /> General Terms and Conditions <br /> Attachment A – Scope of Work and Budget <br /> Community Development Block Grant (CDBG) policies and procedures including the CDBG <br />Management Handbook, prepared by Commerce, located at www.commerce.wa.gov \CDBG <br /> COMMERCE grant award letter to Grantee <br /> Grantee’s application for funding <br />
