Conditions used for this analysis include the following measurements: ramp cross slope (%) and <br />ramp running slope (%). Kittitas County sidewalks meet the requirements for accessibility with <br />the exception of spot locations where sidewalks are raised or buckled (Appendix Q. The <br />locations of those barriers are included in the areas where the County has prioritized sidewalk <br />repairs and improvements (Airport Rd., Bowers Rd., and Bowers Business Loop). Methods for <br />conducting measurements for each location included the use of inspection forms (sidewalk and <br />curb ramp [Appendix B]), taking GPS points for GIS mapping, and taking physical measurements <br />for lengths and widths (feet), slope (percent), as well as visual identification of locations where <br />gaps, cracks, and buckling have occurred (Appendix Q. <br />3.2 Accessibility Demand Rating <br />As previously mentioned, the accessibility demand rating (ADR) is typically used to rate the <br />frequency of use, or relative "importance", of areas where ramps exist. The City of Ellensburg's <br />2018 Pedestrian Activity Level analysis (Figure 1) assigns a relatively low importance for <br />pedestrian use, and thus accessibility and prioritization, at the City/County boundaries. For that <br />reason, ADR was not assessed for each of the County's locations and a baseline value indicating <br />low usage was assigned as a default for each location.
