Introduction <br />1.1 Purpose <br />Kittitas County's American Disabilities Act (ADA) Transition Plan has been initiated to fulfill the <br />requirements of American Disabilities Act (ADA of 1990). The purpose of the ADA Transition <br />Plan is to guide accessibility improvements throughout the County in regard to public right-of- <br />way. Through the assessment of current inventory and accessibility standards, we are able to <br />identify barriers and deficiencies and start working towards improving them. The ADA <br />Transition Plan requires a self-evaluation by the County. The self-evaluation process and results <br />may help identify gaps in service. Afterward, an implementation plan for barrier corrections <br />and improvements can be suggested. <br />1.2 Plan Overview <br />The Transition Plan is focused on creating and maintaining an inventory of County owned <br />facilities, and identifying construction improvements, if necessary, to improve pedestrian <br />accessibility in the County right-of-way. Pedestrian accessibility for this plan includes, but is not <br />limited to, facilities serving pedestrians, anyone in a wheelchair, the blind and anyone using <br />crutches or similar assistance devices. Providing accessibility should be with consistent with <br />Washington State Department of Transportation (WSDOT) ADA Sidewalk Requirements such as <br />sidewalk width (minimum 36 inches or 3 feet), curb ramp and sidewalk surface texture and trip <br />hazards (i.e. firm, stable, slip -resistant, lifted sidewalks), sidewalk slope and presence of <br />properly constructed curb ramps. Additionally, architectural barriers limiting access or use of <br />public serving facilities and buildings such as stairs, curbs, uneven surfaces, doors, furnishings, <br />and fixtures should be assessed. <br />Plan items per Title If Part 34 Subpart D- Program Accessibility 35.150 (d)(3) include; <br />✓ Identify physical obstacles in the public entity's facilities that limit the accessibility of its <br />programs or activities to individuals with disabilities; <br />✓ Describe in detail the methods that will be used to make the facilities accessible; <br />✓ Specify the schedule for taking the steps necessary to achieve compliance with this <br />section and, if the time period of the transition plan is longer than one year, identify <br />steps that will be taken during each year of the transition period; and <br />✓ Indicate the official responsible for implementation of the plan <br />Responsibilities: <br />✓ Identification of Kittitas County's critical areas regarding public right-of-way accessing <br />government offices, medical facilities, downtown core areas, school zones, residential <br />areas, et al., rest areas, parks, shared use trails, and access to public buildings. <br />
