Kittitas County Flood Control Zone District <br />Project Prioritization Framework <br />Approved April 28, 2021 <br />Projects supported by the Kittitas County Flood Control Zone District ("District") must address the <br />purposes identified in Chapter 86.15 RCW (Flood Control Zone Districts) <br />District -funded capital improvement projects must address at least one of the following purposes: <br />• More effectively manage flood and storm waters. <br />• Protect life and property within the district from flood damage. <br />Capital improvement projects and programs are prioritized for funding based on objective project <br />evaluation criteria. <br />Planning, designing, and constructing projects, including property acquisition for flood management <br />purposes. These activities are also collectively referred to as "Capital Improvement Projects" and <br />include: <br />• Improving flood conveyance' <br />o Drainage improvements <br />o Bridges and siphons <br />• Improving flood storage and managing erosion and velocity hazards <br />o Levee removal and setbacks <br />o Inset floodplain creation and enhancement <br />• Acquiring floodplain properties to remove flood -prone structures, prevent new flood risks, and / <br />or create or maintain flood storage and associated implementation activities. <br />• Improving flood resiliency: <br />o Structure elevation, relocation, or floodproofing <br />o Improve ingress and egress during flood conditions <br />o Flood map improvements <br />The District Advisory Committee project prioritization criteria provide are used so that funding decisions <br />are replicable, defensible, and transparent to rate payers. Proposed programmatic activities, such as <br />repetitive loss buy-out and mitigation projects will be evaluated as a program. Project rankings, available <br />funding, promoting investment equity through the County and timing and sequencing consideration <br />(including balancing planning and implementation activities in the work plan) will be used to develop the <br />6 -year capital plan and annual budget. <br />' Conveyance improvements in excess of $20,000 of district funding for an individual project in a year are <br />considered capital improvements. <br />
