Each Committee member will be entitled to one (1) vote on all issues presented at meetings at which the member is present. Simple majority vote is the primary decision making method. The committee's goal for a primary decision making method is consensus. Majority is defined as a majority of the appointed committee members. Article 6 — Capital Facility Plan: The Kittitas County Flood Control Zone District Advisory Committee shall each year recommend an annual and 6 -year Capital Facility Plan to the Board of County Commissioners. This Capital Facility PIan will be developed utilizing project evaluation criteria that are reviewed and adopted each year by the Committee members. Article 7 — Amendment to Bylaws: The Kittitas County Flood Control Zone District Advisory Committee shall periodically review the bylaws and may propose amendments to the bylaws. Any recommendations agreed upon by the majority of the members shall be forwarded to the Board of County Commissioners for approval. Article 8 — Indemnification of Committee Members: The Board of Countv Commissioners elects to defend and indemnify its present and former Committee members and officers and their successors, spouses and marital communities to the full extent authorized by law and the Charter. In addition the right of indemnification shall inure to each Committee member or officer and his/herspouses and marital communities upon his/her appointment to the Committee and the event of his/her death shall extend to his/her heirs legal representatives and estate. Each erson who shall act as Committee member or officer of the Authority shall be deemed to do so in reliance upon such indemnification and such rights shall not be exclusive of any other right which he/she mqy have. Article 9 — Adoption: Bylaws are in full force and effect when adopted and approved by the Kittitas County Flood Control Zone District Advisory Committee and the Board of County Commissioners. Article 10 — Bylaws Review: Bylaws shall be reviewed annually by the Kittitas County Flood Control Zone District Advisory Committee and the Board of County Commissioners. *The foregoing Bylaws of the Kittitas County Flood Control Zone District Advisory Committee approved and adopted this 23`d day of June and approved and adopted by the Board of County Commissioners this 28a' day of June 2021.
