KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: October 10, 2022 <br />TOPIC: 2022 Annual Report for the 2019 Kittitas County <br />Hazard Mitigation Plan <br />ACTION REQUESTED: Issue press release <br />LEAD STAFF: <br />Arden Thomas <br />RECOMMENDATION: <br />Issue a press release informing citizens about our progress implementing the 2019 <br />Kittitas County Multi -Jurisdictional Hazard Mitigation Plan. <br />BRIEFING SUMMARY: <br />• In 2019, Kittitas County adopted the 2019 Kittitas County Multi -Jurisdictional <br />Hazard Mitigation Plan (Resolution No. 2019-140). <br />• Since Kittitas County participates in the Community Rating System, we are <br />required to have an up-to-date Hazard Mitigation Plan and annually report on our <br />progress implementing the plan. <br />BACKGROUND: <br />In 2019, Kittitas County adopted the 2019 Kittitas County Multi -Jurisdictional Hazard <br />Mitigation Plan (Resolution No. 2019-140). Communities that would like to participate in <br />the Community Rating System (CRS) or apply for hazard mitigation grants are required <br />to have an updated Hazard Mitigation Plan. <br />The Community Rating System (CRS) is a program offered by the National Flood <br />Insurance Program which rewards communities that implement certain flood <br />management activities with lower flood insurance rates for their residents. <br />CRS communities are required to report annually on their progress implementing the <br />Hazard Mitigation Plan. Kittitas County staff have prepared a progress report for the <br />County -Wide and Kittitas County mitigation initiatives. <br />DISCUSSION: <br />The progress report reveals that many priority activities are being advanced through <br />Kittitas County's normal work program. The Kittitas County Flood Control Zone District <br />continues to focus on plan priorities, including improving flood risk data and addressing <br />repetitive loss flooding areas. During the reporting period, the Easton Reach Flood <br />Hazard study was initiated.
