a <br />a <br />a <br />a <br />Step five: Develop a community risk assessment. <br />The Subcommittee relied on Pacific Northwest Quantitative Wildfire Risk Analysis from USFS <br />Pacific Northwest Region 6 and the Structural Vulnerability factors for each of the ten <br />Communities at Risk. <br />Step six Establish communi$r hazard reduction priorities and recommendations to <br />reduce structural ignitability. <br />Based on the assessments, the Subcommittee produced items in the action plan for each <br />rating area. The Subcommittee also made recommendations to reduce structural vulnerability <br />based on information in the assessments and local knowledge. <br />Step seven: Develop an action plan and assessment strategy. <br />The Subcommittee identified an action plan for key projects; roles and responsibilities for <br />carrying out the purpose of the CWPP; potential funding needs; post fire recovery <br />considerations; and the evaluation process for the CWPP itself. <br />Step eight Finalize the Community Wildfire Protection Plan. <br />A draft of the Kittitas County CWPP was available for public comment for 30 days prior to the <br />final signing and approval of the plan. lnterested parties provided comments during this <br />period. The Kittitas County CWPP was mutually accepted and signed by localfire districts, the <br />DNR State Forester, KFACC, and the Kittitas County Board of Commissioners as demonstrated <br />in the Declaration of Agreement. <br />2.5 Additional state and Federal cwPP Guidelines lntegration <br />This CWPP includes compatibility with Federal Emergency Management Agency (FEMA) <br />requirements for a Hazard Mitigation Plan, while also adhering to the guidelines proposed in the <br />National Fire Plan, and HFRA. This cwPP has been prepared in compliance with: <br />. The National Fire Plan: A Collaborative Approach for Reducing Wildland Fire Risks to <br />Communities and the Environment 10-Year Comprehensive Strategy lmplementation Plan <br />(usDA 2006) <br />r HFRA <br />. The FEMA's Region 10 guidelines for a Local Hazard Mitigation Plan as defined in 44 Code of <br />Federal Regulations parts 201 and 206 and as related to a fire mitigation plan chapter of a <br />Multi-Hazard Mitigation Plan <br />r National Association of State Foresters - guidance on identification and prioritizing of <br />treatments between communities (2003). The objective of combining these complementary <br />guidelines is to facilitate an integrated wildland fire risk assessment, identify pre-hazard <br />mitigation activities, and prioritize activities and efforts to achieve the protection of people, <br />structures, the environment, and significant infrastructure in Kittitas County while facilitating <br />new opportunities for pre-disaster mitigation funding and cooperation.
