PW has been working with barn ownership securing a preliminary access and parking <br />proposal for the barn. The access improvements (public road) will also support a pending <br />land use development using the access to meet required secondary access requirements of <br />the approved land use. These improvements are intended to provide benefit to the barn <br />ownership group supporting dedication to the county. A preliminary access and parking <br />lot design is attached for board consideration (EXHIBIT 2). <br />Acquisition of the barn will entail assumption of grant obligations (EXHIBIT 1). The <br />obligations appear consistent with Board intent to utilize the barn as a tourism amenity. <br />Discussions are underway with the land use developer that could allow a flush toilet <br />facility at the site. The barn development project has been included in the Board's 2023 <br />Capital Improvement Plan. <br />FISCAL IMPACTS: <br />Planning level cost estimates for the new access road and parking lot currently exceed <br />$600,000.
