BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br /> <br />RESOLUTION NO. 2022 - _____ <br /> <br />RESOLUTION TO DISSOLVE THE CURRENT KITTITAS COUNTY BEHAVIORAL <br />HEALTH AND RECOVERY ADVISORY BOARD AND TO ESTABLISH THE <br />KITTITAS COUNTY 1/10 of 1% MENTAL HEALTH AND CHEMICAL DEPENDENCY <br />TAX ADVISORY BOARD <br /> <br />WHEREAS, the Board of County Commissioners (BOCC) established the Behavioral Health <br />and Recovery Advisory Board (BHRAB) via Resolution No. 2016-063; and <br /> <br />WHEREAS, the BOCC established BHRAB pursuant to RCW 71A.14.020, chapter 71.24 <br />RCW, and RCW 70.96A.300 in order to make recommendations to the BOCC <br />about alcohol and substance abuse issues as well as issues relating to mental <br />health; and <br /> <br />WHEREAS, the BOCC established a mental health tax via Ordinance No. 2021-017; and <br /> <br />WHEREAS, the proceeds generated from the Mental Health Tax imposed pursuant to RCW <br />82.14.460, are to be to used to fund programs related to chemical dependency, <br />mental health treatment, or therapeutic courts; and <br /> <br />WHEREAS, Ordinance No. 2021-017 charges the Behavioral Health and Recovery Advisory <br />Board with developing goals, objectives, and metrics for the use of the funds <br />including soliciting and collecting proposals and making recommendations for the <br />expenditure of such funds to the BOCC for the year in which the funds merely <br />accrue; and <br /> <br />WHEREAS, the task of developing the process for the expenditure of funds is not yet complete <br />and deserves considerable focused efforts to ensure a sound process created so <br />that eligible funds are spent in a manner most beneficial to the county; and <br /> <br />WHEREAS, the BOCC desires to create a Board with its primary focus being the development <br />and management of mental health tax fund expenditures that extends beyond the <br />first year of the mental health tax imposition; and <br /> <br />WHEREAS, the BOCC desires that the newly established Board also serve as the advisory <br />board in matters related to alcohol and substance abuse and mental health; and <br /> <br />WHEREAS, to reflect the primary focus of the new Board the new Board shall be named, the <br />Kittitas County 1/10 of 1% Mental Health and Chemical Dependency Tax <br />Advisory Board; <br />
