ski KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />Mark Cook, Director <br />AIIIII Ullll ]ll <br />REQUEST FOR STATEMENT OF QUALIFICATIONS SUPPORTING CIVIL AND <br />STRUCTURAL DESIGN AND/OR REVIEW FOR THE REPLACEMENT OF BRIDGE <br />#80181 COOKE CANYON ROAD MP 0.24, and #88212 FAUST ROAD MP 0.59 <br />All submittals received after 1:00 PM Local Time, on October 13, 2022, will be discarded <br />The existing load restricted bridges (no. 80181 and no. 88212) along Cooke Canyon Road and Faust <br />Road requires replacement. Each project will include replacing the existing bridge, guardrail, road <br />approaches and shoulders. All improvements are expected to meet current design standards. Both <br />projects shall be constructed outside of the irrigation season (April -October) with final paving <br />occurring once asphalt is available in the Spring. The County reserves the right to divide the work <br />and select separate qualified respondents for each structure. <br />SCOPE OF PROJECT: <br />The work to be performed by the consultant(s) consists of assisting Kittitas County staff with <br />preliminary engineering for each project including but not limited to: <br />• Geo technical engineering, including a final technical report for each site, with structural <br />foundation recommendations. <br />• Cultural resource surveys and assessments as needed to satisfy Federal Nexus at each site. <br />• Environmental Permitting support services, County will lead, with support needed in <br />technical reports such as Biological Opinions, technical memos as needed. <br />• Structural engineering, including structure foundation selection and specifications, <br />prefabricated structure selection, planning, review, retaining wall and structure replacement <br />design as needed. The County anticipates needing support with division 6 WSDOT special <br />provisions and review of County produced plans for both sites. <br />• Civil engineering support. County will lead civil design and be responsible for creating <br />plans. Support may be needed in general site grading techniques, guardrail <br />selection/calculations, traffic control design, and review of County produced plans. <br />The selected firm(s) will be expected to start on the project upon award and assist the County to <br />deliver two (2) separate complete WSDOT approved Plans Specifications and Estimate (PS&E) <br />packages ready for advertisement for construction by June 30, 2023. A lead firm with subconsultants <br />may substitute for separate consulting firms. Responders are required to clearly identify if applying <br />as a prime consultant, or as a specialty consultant. <br />The Faust Road Project is located at MP 0.59, and the Cooke Canyon Road Project at MP 0.24. <br />The County reserves the right to retain the services of the successful firm for any subsequent phases <br />(such as right of way or construction) associated with this project. <br />Pagel of 3 <br />
