9/14/22, 7:44 AM newspaper -text (40).html <br />Public Notice <br />Kittitas County, Ellensburg WA <br />REQUEST FOR STATEMENT OF QUALIFICATIONS SUPPORTING CIVIL AND STRUCTURAL DESIGN <br />AND/OR REVIEW FOR THE REPLACEMENT OF BRIDGE #80181 COOKE CANYON ROAD MP 0.24, and <br />#88212 FAUST ROAD MP 0.59 <br />All submittals received after 1:00 PM Local Time, on October 13, 2022, will be discarded <br />PURPOSE: <br />The existing load restricted bridges (no. 80181 and no. 88212) along Cooke Canyon Road and Faust Road requires <br />replacement. Each project will include replacing the existing bridge, guardrail, road approaches and shoulders. All <br />improvements are expected to meet current design standards. Both projects shall be constructed outside of the irrigation <br />season (April -October) with final paving occurring once asphalt is available in the Spring. The County reserves the right to <br />divide the work and select separate qualified respondents for each structure. <br />SCOPE OF PROJECT: <br />The work to be performed by the consultant(s) consists of assisting Kittitas County staff with preliminary engineering for <br />each project including but not limited to: <br />• Geo technical engineering, including a final technical report for each site, with structural foundation <br />recommendations. <br />• Cultural resource surveys and assessments as needed to satisfy Federal Nexus at each site. <br />• Environmental Permitting support services, County will lead, with support needed in technical reports such as <br />Biological Opinions, technical memos as needed. <br />• Structural engineering, including structure foundation selection and specifications, prefabricated structure selection, <br />planning, review, retaining wall and structure replacement design as needed. The County anticipates needing support <br />with division 6 WSDOT special provisions and review of County produced plans for both sites. <br />• Civil engineering support. County will lead civil design and be responsible for creating plans. Support may be needed <br />in general site grading techniques, guardrail selection/calculations, traffic control design, and review of County <br />produced plans. <br />The selected firm(s) will be expected to start on the project upon award and assist the County to deliver two (2) separate <br />complete WSDOT approved Plans Specifications and Estimate (PS&E) packages ready for advertisement for construction <br />by June 30, 2023. A lead firm with subconsultants may substitute for separate consulting firms. Responders are required to <br />clearly identify if applying as a prime consultant, or as a specialty consultant. <br />The Faust Road Project is located at MP 0.59, and the Cooke Canyon Road Project at MP 0.24. <br />The County reserves the right to retain the services of the successful firm for any subsequent phases (such as right of way or <br />construction) associated with this project. <br />PROCEDURES FOR SUBMITTAL: <br />If you wish to be considered for work under this SOQ, submit a sealed envelope to Kittitas County Public Works, at 411 N. <br />Ruby St. Suite 1, Ellensburg WA 98926 by 1:00 pm local time on October 13, 2022. Submittals shall include a one-page <br />cover letter with the firm name and contact information. Submittals shall also include five (5) copies of your Statement of <br />Qualifications describing the firm's or team's ability to professionally provide the requested services. Submittals will not <br />exceed fifteen (15) pages in length and must be a minimum font size of 11. <br />The fifteen (15) pages may be doubled sided.
