<br />Professional Services Agreement (rev. 09/24/2018) <br />Page 13 of 21 <br />EXHIBIT "A" <br /> <br /> SCOPE OF WORK <br /> <br />In addition to providing all material and labor, the Contractor shall perform the following: <br /> <br />Project Goal <br />WSAC shall provide the services herein described to develop a proposed structure for <br />the county functions and operations overseen by the Kittitas County Board of <br />Commissioners (BoCC). Core to this proposal is the analysis and development of the <br />role of a County Administrator. WSAC will work with a BoCC appointed advisory <br />committee and submit its findings and recommendations by April 30, 2023. <br />In working with this Advisory Committee, WSAC shall include the following elements <br />within the final report to the BoCC: <br /> Recommendation on an administrative structure for the county functions and <br />operations overseen by the Kittitas County Board of Commissioners (BoCC). <br /> Recommendation on the role and authorities of a County Administrator type <br />position to provide supervision for the county functions ad operations overseen <br />by the BoCC. <br /> Proposed organizational chart for the for the county functions ad operations <br />overseen by the BoCC. <br /> Proposed strategic financial management and budget planning structure with <br />oversight of process under county administrator; and <br /> Proposed position description for county administrator. <br /> <br />September 2022 <br />Initial meetings with Kittitas County Administrator Assessment Special Advisory <br />Committee. <br />a. Review Role of Special Advisory Committee <br />b. Review Scope of Work <br />c. Review Project Schedule <br />d. Current structure and duties of Kittitas County government administration <br />with a focus on BoCC executive duties <br />e. BoCC job duties outside of executive functions <br />i. Legislative duties including development, review, and constituent <br />outreach <br />ii. Quasi-judicial duties regarding land use <br />iii. Policy development
