KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: August 22, 2022 <br />TOPIC: Interlocal Agreement with Kittitas Conservation <br />District for Whiskey Creek at Ellensburg Water <br />Company Siphon Design Project— Agreement Time <br />Extension. <br />ACTION REQUESTED: Authorize the Chair's Signature on the Interlocal <br />Agreement Time Extension. <br />LEAD STAFF: <br />Arden Thomas <br />RECOMMENDATION: <br />Authorize the Chair's signature on the Interlocal Agreement time extension with Kittitas <br />Conservation District. <br />BRIEFING SUMMARY: <br />• The current interlocal agreement with Kittitas Conservation District (KCCD) <br />designing a siphon at Whiskey Creek is expiring. <br />• Staff desires a time extension allowing completion of the design effort. <br />• Staff proposes extending the agreement until December 31, 2022. <br />BACKGROUND: <br />The Board of County Commissioners entered into an interlocal agreement with Kittitas <br />County Conservation District in Resolution 2021-043. The agreement is expiring, and <br />the siphon design is not yet complete. The design is expected to be completed late fall <br />2022. <br />DISCUSSION: <br />KCCD is willing to extend our current interlocal allowing sufficient time for the <br />consultant (Anderson Perry) to complete final design. The Flood Control Zone District <br />(FCZD) will hold onto the final design until recent litigation is resolved involving Black <br />Horse at Whiskey Creek plat.
