KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: August 22, 2022 <br />TOPIC: Proposed Changes to Kittitas County Code 2.48 <br />ACTION REQUESTED: Direct Staff <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Direct staff prepare enabling documents. <br />BRIEFING SUMMARY: <br />• Following the McElroy Bridge failure, Public Works (PW) has worked to revise a <br />key section of Kittitas County Code (KCC) 2.48. <br />• The added section clarifies roles and responsibilities for Board of County <br />Commissioners (Board) appointed Department heads responding to an emergency. <br />BACKGROUND: <br />Lacking clarity for accountability from Board appointed Department heads during emergency <br />response, public assets were assigned to assist private property owners during the McElroy <br />Bridge failure. Responding at the request of the Board, PW is proposing a revision to KCC <br />2.48. The revisions define department head roles and responsibilities without adversely <br />impacting the response structure required pursuant to the county's adopted comprehensive <br />emergency management plan. <br />DISCUSSION: <br />Proposed revisions to KCC 2.48 require departments of the Board and department heads to <br />manage situations requiring emergency response actions. Incident command procedures <br />consistent with adopted federal, state, and local emergency response protocols will enable <br />appropriate allocation of resources with fiscal responsibility. Lower -level emergency <br />response is managed by department heads until the scale and scope of the response dictate <br />activation of the emergency manager. Once activated, the county's emergency manager <br />assumes incident command and all Board resources report to and are coordinated by the <br />emergency manager.
