Cook <br />RECOMMENDATION: <br />Support staff efforts. <br />BRIEFING SUMMARY: <br />• Skyline Ridge recently had several water availability determinations revoked by Public <br />Health (PH). <br />• The developer altered the location of water extraction from Washington State Department <br />of Ecology's (Ecology) initial permit, thus requiring submittal of additional <br />documentation to Ecology. <br />• Public Works (PW) encouraged the developer to submit the requested additional well <br />documentation and agreed to advocate for building permit release from Health and the <br />Building Department— once submitted by the developer. <br />• The requested documentation was submitted by the developer's water rights attorney. <br />• Permits have been released and final Ecology approval is expected in the next couple of <br />months, owing to current staff levels. <br />BACKGROUND: <br />During final well construction serving the Skyline Ridge plat, a minor alteration occurred <br />requiring the Department of Health to withdraw their determination of water availability. Public <br />Works met with the developer's representatives early during the week of August 8th encouraging <br />the developer file appropriate change documentation with Ecology. The developer's water right <br />attorney submitted the requested change documentation late in the week of August 8'h. <br />DISCUSSION: <br />Public Works confirmed Ecology review of submitted documentation would likely take several <br />months. Believing the risk of denial is low from Ecology, PW advocated for building permit <br />release with a proviso in SmartGov that no certificate of occupancy be issued until Ecology <br />accepts the submitted change documentation.
