Level of Service Analysis <br />Levels of service for stormwater capital facilities usually try to meet water quality standards, runoff, and <br />erosion control requirements of the applicable Stormwater Management Manual for Eastern Washington. <br />Chapter 13.15 of the Roslyn Municipal Code governs stormwater requirements for development. <br />Requirements include a mandate that any new development creating more than 5,000 square feet of <br />impervious surfaces have a stormwater drainage plan. <br />Planned Projects, Costs, and Revenue <br />Stormwater capital projects included in the City's 2017-2023 Capital Facilities Plan are listed in Exhibit <br />3-8, and match the projects recommended in the City's 2014 stormwater Comprehensive Plan, <br />Exhibit 3-8. The Plan recommended the City form a Stormwater Utility and levy a monthly <br />utility rate to fund stormwater operation, maintenance, and a share of capital improvements. <br />In 2016, the Roslyn City Council created a Stormwater Utility to manage and regulate surface and <br />stormwater. (City of Roslyn, 2016) A stormwater utility fund was created, and in 2017 the City began <br />assessing a stormwater fee on properties in the city.
