Cook <br />RECOMMENDATION: <br />Direct staff proceed with the east taxilane utility extension project and resolve the status <br />of the west taxilane extension project. <br />BRIEFING SUMMARY: <br />• The Airport Department has two outstanding CARB (Community Development <br />Revitalization Board) loans with Washington State Department of Transportation <br />(WSDOT) Aviation. <br />• The west taxilane (WT) extension project ($100,000) has no charges currently <br />against the grant. <br />• The east taxilane utility (EU) extension project ($105,000) has approximately <br />$5,000 charged against the loan. <br />• Sixty percent design cost estimate for the WT project exceeds the original load <br />estimate by 200%. There is currently $750,000 in the WSDOT loan program <br />supporting additional financing. <br />• Both loans may utilize WSDOT specifications during construction. <br />BACKGROUND: <br />Two WSDOT CARB loans are now over one year old. Interest rate on the loans is two <br />percent (2%). Debt service on $100,000 over a twenty-year period is approximately <br />$22,000. The pandemic and supply chain issues create un -allocated loan funding in the <br />amount of $750,000. The county now needs to decide how to proceed with both open <br />loans. <br />DISCUSSION: <br />The EU project is straight forward, and Public Works (PW) does not anticipate any issue <br />delivering the project. WSDOT is requesting an updated project schedule within two <br />weeks and will extend the delivery date of the project. <br />The WT project is not so straightforward. Providing the Board desires moving forward <br />with the project securing more debt, debt service could easily exceed $90,000 over <br />twenty years for the $400,000 that is anticipated for improvement construction.
