05/24/2022 MINUTES 2 <br />DOCKET ITEM 2: <br /> <br />JEREMY JOHNSTON, PLANNING OFFICIAL, reviewed Docket Item 2. He said <br />the proposed item was submitted by the Public Works Department to <br />amend Title 12 Roads and Bridges, by replacing the existing road <br />variance committee process with an administrative process. MARK <br />COOK, PUBLIC WORKS DIRECTOR, explained how they’ve been having <br />trouble getting a quorum for the Variance Committee, which was the <br />reason for the proposal. He submitted proposed changes of the <br />committee to having the Public Works Director, Fire Marshal, or <br />designees, and one citizen to be appointed by the County <br />Commissioners. He explained the type of delays that had been caused <br />by not having a quorum present. DAN CARLSON, CDS DIRECTOR provided <br />some background information and how the committee is subject to <br />appearance of fairness. STEPHANIE HARTUNG, DEPUTY PROSECUTOR, <br />provided information on requirements and State law about ex-parte <br />under quasi-judicial proceedings. THERE BEING NO ONE REQUESTING TO <br />TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. <br /> <br />COMMISSIONER WACHSMITH moved to approve Docket Item 2, as presented <br />by Staff at tonight’s meeting. CHAIRMAN OSIADACZ seconded. Motion <br />carried 3-0. <br /> <br />DOCKET ITEM 3: <br /> <br />JEREMY JOHNSTON, PLANNING OFFICIAL, reviewed Docket Item #3. He <br />said the item proposed by the Public Works Department was to amend <br />Title 15A Project Permit Application process by adding the Kittitas <br />County Hearings Examiner as the appeal body for road variance <br />decisions issued by the Kittitas County Public Works for road <br />variance applications. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED <br /> <br />COMMISSIONER WACHSMITH moved to approve Docket Item #3, as <br />presented.
