KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: July 11, 2022 <br />TOPIC: Charlton Road Speed Study Results <br />ACTION REQUESTED: Schedule a Public Hearing receiving the Engineer's <br />Report on the Request for Speed Reduction <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECOMMENDATION: <br />Schedule a public hearing for August 2, 2022, receiving the County Engineer's report <br />on the request for speed reduction on Charlton Road (MP 0.00 to MP 1.10) <br />BRIEFING SUMMARY: <br />• A resident on Charlton Road requested a speed reduction on Charlton Road (MP <br />0.00 to MP 1.10) on March 1, 2022 <br />• The speed study was conducted on March 22, 2022, to March 31, 2022 <br />• Speed study data collected at MP 0.59 <br />• Average daily traffic (ADT) of 84 vehicles, with 30 trucks (36%) <br />• ADT distribution is 49% eastbound and 51 % westbound <br />• 85% speed at 53 Miles Per Hour (MPH) <br />• No accidents in the past five years <br />BACKGROUND: <br />Responding to a request received on March 1, 2022, to reduce the posted speed on <br />Charlton Road, Public Works deployed traffic data collectors March 22, 2022 and <br />collected through March 31, 2022. Due to staffing changes, data processing and reporting <br />was delayed. Traffic and speed data was collected at mile post 0.59. This road segment <br />has 36 percent truck traffic within the average daily traffic distribution of vehicle size. <br />Traffic at this location is split 49% eastbound and 51 % westbound. Overall 85th <br />percentile speed at this location is 53 MPH with directional speeds of 52 MPH westbound <br />and 53 MPH eastbound. <br />DISCUSSION: <br />85th percentile speeds show traffic is operating at a speed greater than the current speed <br />limit of 50 MPH. There are ten approaches along Charlton Road, primarily serving <br />residential uses. One access serves a commercial use. <br />
