KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: July 11, 2022 <br />TOPIC: Hanson Road Speed Study Results <br />ACTION REQUESTED: Schedule a Public Hearing receiving the Engineer's <br />Report on the Request for Speed Reduction <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECOMMENDATION: <br />Schedule a public hearing for August 2, 2022, receiving the County Engineer's report <br />on the request for speed reduction on Hanson Road (MP 0.00 to MP 1.20) <br />BRIEFING SUMMARY: <br />• A resident on Hanson Road requested a speed reduction on Charlton Road (MP <br />0.00 to MP 1.10) on June 2, 2022 <br />• The speed study was conducted on June 7, 2022, to June 14, 2022 <br />• Speed study data collected at MP 0.70 <br />• Average daily traffic (ADT) of 1,061 vehicles, with 255 trucks (24%) <br />• ADT distribution is 51% northbound and 49% southbound <br />• 85% speed at 52 Miles Per Hour (MPH) <br />• Five accidents in the past five years <br />BACKGROUND: <br />Responding to a request received on June 2, 2022, to reduce the posted speed on Hanson <br />Road, Public Works deployed traffic data collectors June 7, 2022 and collected through <br />June 14, 2022. Traffic and speed data was collected at mile post 0.70. This road segment <br />has 24 percent truck traffic within the average daily traffic distribution of vehicle size. <br />Traffic at this location is split 51 % northbound and 49% southbound. Overall 85`h <br />percentile speed at this location is 52 MPH with directional speeds of 51 MPH <br />northbound and 54 MPH southbound. <br />DISCUSSION: <br />85th percentile speeds show traffic is operating at a speed greater than the current speed <br />limit of 50 MPH. There are 28 approaches along this segment of Hanson Road, serving <br />residential and commercial uses. <br />
