KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: <br />TOPIC: <br />ACTION REQUESTED: <br />LEAD STAFF: <br />Joshua Fredrickson <br />July 11, 2022 <br />Vanderbilt Road Speed Study Results <br />Schedule a Public Hearing receiving the Engineer's <br />Report on the Request for Speed Reduction <br />RECOMMENDATION: <br />Schedule a public hearing August 2, 2022, receiving the County Engineer's report on the <br />request for speed reduction on Vanderbilt Road Road (MP 0.00 to MP 0.48) <br />BRIEFING SUMMARY: <br />• A resident on Vanderbilt Road requested a speed reduction on Vanderbilt Road <br />(MP 0.00 to MP 0.48) on September 30, 2021 <br />• The speed study was conducted on March 22, 2022, to March 31, 2022 <br />• Speed study data collected at MP 0.16 <br />• Average daily traffic (ADT) of 82 vehicles, with 16 trucks (20%) <br />• ADT distribution is 49% southbound and 51% northbound <br />• 85% speed at 38 Miles Per Hour (MPH) <br />• One accident in the past five years <br />BACKGROUND: <br />Responding to a request received on September 30, 2021, to reduce the posted speed on <br />Vanderbilt Road, Public Works deployed traffic data collectors March 22, 2022, and <br />collected through March 31, 2022. Due to staffing changes, data processing and reporting <br />was delayed. Traffic and speed data was collected at mile post 0.16. This road segment <br />has 20 percent truck traffic within the average daily traffic distribution of vehicle size. <br />Traffic at this location is split 49% southbound and 51% northbound. Overall 85`h <br />percentile speed at this location is 38 MPH with directional speeds of 36 MPH <br />southbound and 40 MPH northbound. <br />DISCUSSION: <br />85`h percentile speeds show traffic is operating at a speed less than the current speed limit <br />of 50 MPH. There are nine approaches along Vanderbilt Road, primarily serving <br />residential uses. Surrounding land is also in agricultural production. <br />
