WNSHINGTON <br />City of <br />CITY OF ELLENSBURG <br />Date of Meeting <br />Time of Meeting <br />Place of Meeting <br />Minutes of City Gouncil & BOCC Joint Study <br />Session <br />June 21,2022 <br />5:30 PM <br />Council Ghambers 501 N Anderson Street <br />Ellensburg, WA 98926 <br />And remotely via zoom <br />Roll Call Present: Bruce Tabb, Nancy Goodloe, Monica Miller, Nancy Lillquist, Adam Winn, <br />Commissioner Brett Wachsmith, Commissioner Laura Osiadacz, and Commissioner Cory <br />Wright <br />Present Remotely Via Zoom: Rich Elliott <br />Others Present: City Manager Behrends Cerniwey; City Attorney Weiner, Deputy City <br />Clerk Davison, lnterim Community Development Director Ayling, Police Chief Wade, <br />Kittitas County Community Development Services Director Carlson and two members of <br />the public. <br />Others Present Remotely Via Zoom: Jeff Marcell, Alex Cooke, and Victoria Wilson from <br />Theory into Practice (TlP); Moses Lake Police Chief Kevin Fuhr <br />Councilmember David Miller had an excused absence. <br />Call to Order. The meeting was called to order at 5:30 p.m. <br />l.Economic Development Planning Update - TIP Strategies <br />City Manager Behrends Cerniwey gave a brief overview of the planning update. Jeff <br />Marcell, Alex Cooke, and Victoria Wilson presented TIP's findings for the outreach and <br />Alignment phase of the Economic Development Plan. Council and the Commissioners <br />discussed development priorities, placemaking, and people commuting outside of Kittitas <br />County for work. <br />2. Ad Hoc Committee on Homelessness Update <br />City Manager Behrends Cerniwey presented background from previous meetings of the Ad <br />Hoc Committee on Homelessness, as well as their trip to the Moses Lake Sleep Center. <br />Moses Lake Police Chief Fuhr outlined the history of the Sleep Center and responded to <br />questions from the Commissioners and Council. City Attorney Weiner detailed the <br />regulatory environment and current challenges with homelessness and public property. City <br />Manager Behrends Cerniwey presented information from Merit's Recovery Navigator <br />Program. Councilmember Tabb indicated that the Ad Hoc Committee has an upcoming <br />meeting on June 30,2A22.
