TU Tyt.LULL KITTZTA6i COUNTY <br />Q4O� y9 <br />DEPARTMENT OF PUBLIC WORKS <br />KI'1'IVIAS COUNTY <br />PUBLIC HEARING <br />DIRECTOR'S REPORT <br />PROPOSED VACATION OF PORTION OF HOLIDAY AVENUE IN <br />VANTAGE, WA <br />Holiday Avenue in Vantage, WA begins at Boat Ramp Road and extends 0.110 miles to the east, <br />terminating at the section line. This roadway has provided access to dock facilities, access to <br />Water District No. 6 facilities and adjoining property since 1970. Recent actions by Grant PUD <br />removed the license from the property owner operating the boat moorage and dock facility, <br />terminating ongoing use of the private dock. The dock is being removed and a public swimming <br />area is being proposed by Grant PUD. The proposed swim area, at the old private marina site, is <br />expected to create an attractive nuisance for adjoining property and maintenance concerns from <br />Public Works. Currently parking is not permitted along Holiday Avenue and there is not a <br />turnaround on public right-of-way. Grant PUD is moving forward through the county's <br />substantial shoreline development process to permit the swim beach. <br />Public Works has discussed the acquisition of the existing concrete short span bridge over the <br />flood control channel along Holiday Avenue with the prospective recipient of the road vacation. <br />Recently, Public Works supported the installation of a culvert in the same drainage for an <br />adjoining land use proposal. Ultimate replacement of the bridge, with a culvert, seems <br />reasonable as the upslope culvert received favorable review from the County and the Washington <br />State Department of Fish and Wildlife. The recent culvert approval action appears to provide <br />sufficient confidence for the recipient of the proposed vacation of Holiday Avenue, accepting the <br />existing bridge associated with this vacation action. <br />Public Works is soliciting the Washington State Department of Transportation to acquire surplus <br />interchange land to create additional overflow parking serving the existing boat ramp and river <br />access areas. Public Works proposes vacating Holiday Avenue east of Boat Ramp Road and <br />providing an easement to Water District #6 for access (EXHIBIT 1). The right of way is located <br />in portions of the Section 19 and 30, Township 17 North, Range 23 East, Willamette Meridian, <br />Kittitas County, Washington. <br />Kittitas County Code 12.22.040 requires a Director's Report for all vacation requests. <br />The adjoining property of the proposed vacation involves three parcels, each under separate <br />ownership, the details of which are as follows: <br />Parcel ID: 940933 <br />Map No.: 17-23-19050-0123 <br />411 N.
