IntergovernmentalAgreementOverviewofAgencyEligibilityRequirementsandQualificationsOnlycountiesorlocalpublicagencieshavingjurisdictionoverwatersusedforrecreationalboatingandpossessingtheauthoritytoenforcetheRevisedCodeofWashingtonandtheWashingtonAdministrativeCodeareeligibletoapplytoreceivevesselregistrationfees.Participatingagenciesmust:Administrative&FinancialRequirements1.SignanannualagreementwithStateParks.2.Designatea"MarineLead":Asinglepointofcontactthatoverseestheday-to-dayprogramoperations,commitstoattendtheannualmarinelawenforcementconference,andrespondstosurveyssentbyStateParks.3.Designatea"MarineSupervisor":Asinglepointofcontactthathasadministrativeauthorityoverthemarineprogramfortheagency.4.ReportrecreationalboatingsafetyactivitiesandcertainfinancialdatatoStateParks.5.Placeallvesselregistrationfeesintoadedicatedaccount,agreetospendthemonlyoneligibleexpensesandagreetoaccountabilityrequirements.6.Providedigitallinkstoalllocalordinancesregulatingrecreationalboating.OperationalRequirements7.EmployOfficers/DeputiescommissionedtoenforceWashingtonstatelaw.8.SendallmarineOfficers|DeputiesthroughtheWashingtonStateParksBasicMarineLawEnforcementAcademy.9.MaintainannualtrainingqualificationcurrencyforeachparticipatingOfficer/Deputy.10.Providetheappropriatevesselsandequipmenttocarryouttheoperationalrequirements.11.Reportallboatingaccidentsthatoccurwithinthejurisdiction(thatmeetminimumcriteria)pursuanttoRCW79A.60.200,RCW79A.60.220andWAC352-70.12.Respondandprovideassistancetoboatersforon-wateremergencies,complaints,andaccidents.13.Committoaminimumnumberofhourspatrollingthewatersusedbyrecreationalboatersduringpeakboatingseason.14.ActivelyenforceWashington'sboatingsafetylawsandregulations.15.Conductvesselsafetyinspectionsforrecreationalboaters.16.ProvideaboatingsafetyeducationandoutreachprogramanddesignateatleastoneOfficer/DeputytoreceivetheAdventuresinBoatingInstructortrainingandtomanagetheprogram.17.Placeandmaintainaidstonavigationaslegislatedbuylocalordinances.Page51of64
