IntergovernmentalAgreementIntroductionThepurposeoftheVesselRegistrationFee(VRF)programistofocuslocaljurisdictionmarineprogramsoninjurypreventionactivitiesaroundrecreationalboatingsafety.TheseactivitiesincludeenforcingRCW79A.60:RegulationofRecreationalVesselsandprovidingemergencyresponsetoboatingaccidents.EachmarinepatrolunitshouldstrivetoserveandprotectthelivesandpropertyofWashington'srecreationalboaters.AllVRFFundsareawardedbasedonthepotentialsuccessandabilityofthelocalagencytoprovidesuchservicetotheboatingcommunity.RecreationalBoatingSafety(RBS)programsareevaluatedusingthecriteriapublishedinthisdocument,aswellasitsabilitytomeettherequirementsandassurancesofWAC352-65:BoatingSafetyProgramApproval.Thisguidancedocumentisintendedtohelplocalmarinelawenforcementprogramsunderstandtheminimumqualificationsandrequirementstoreceivevesselregistrationfees.Thedocumenthasbeenlaidouttoexplainthisassimplyaspossible.Thebeginningsectionprovidesabrieflistofthequalificationsandrequirements,andtheremainderofthedocumentexplainseachcomponentinmoredepth.TheWashingtonStateParksBoatingProgram(StateParks)hasestablisheddifferentoperationalgoalsforagenciesdependentonthepopulationwithintheirjurisdiction(basedon2019censusdata).•SmallAgencies-Under30,000population•MediumAgencies-Populationbetween30,000and100,00•LargeAgencies-Populationsexceed100,000.Page48of64
