IntergovernmentalAgreementVESSELREGISTRATIONFEES&GRANTFUNDINGAnyitemnotlistedbelowmustbereviewedandfoundacceptablebytheWashingtonStateParksBoatingProgram(BoatingProgram)beforeitisconsideredavalidRecreationalBoatingSafety(RBS)expenditure.UNITCOSTAPPROVALItemswithaunitcostof$5,000ormoreundertheVRFfundsand$2500ormoreundertheFFAgrantmusthavethepriorwrittenapprovalofWashingtonStateParksandRecreationCommissionMarineLawEnforcement(MLE)Coordinator.COSTPRORATIONIfacostbenefitsbothyourRBSprogramandotherworkofyouragency,thecostshouldbeallocatedtotheRBSProgrambasedontheproportionalbenefittotheprogram.Thecostsmaybeallocatedusinganyreasonabledocumentedmethod.ADMINISTRATIVECOSTSAgenciesthatreceiveVesselRegistrationFees(VRF)arenotallowedtochargeflatadministrativecostsfortheadministrationoftheVRFfundsasisoftendonewithfederalgrants.However,agenciesmaychargethesalariesandbenefitscostsofactualhoursworkedbystaffassociatedwiththeadministrationoftheirdedicatedVRFaccount.AgenciesthatreceivefederalassistancegrantsfromtheBoatingProgramareallowedtochargeindirect(administrative)costsforthosefunds.Iftheagencyhasafederallynegotiatedindirectcostrate,theyarepermittedtochargethatagainstthetotalsalaries+benefitschargedtothefederalassistancegrants.TheymustfirstprovideacopyoftheircurrentrateagreementtoParks.Ifnot,thentheymaychargeademinimumsflatrateof10%orelectnottochargeindirectatall(2CFR200.414(f)).ALLOWABLEEXPENDITURESGrantfundsmaybeusedonlyforactivitiesunderWAC352-65-040,thetenelementsnecessarÿtoaccomplishtheRecreationalBoatingSafety(RBS)mission.Ifitisunclearifanexpensemeetsthesecriteria,contactStateParksat(360)902-8845orcheri.peel@parks.wa.qovtodiscusstheitembeforeproceeding.Allowableexpensesincludebutarenotlimitedto:•RBSSALARIESoTime,salaries,benefitsandwagesforofficersordeputieswhopossessaWashingtonStatePeaceOfficersCedification,arefullycommissionedtoenforcethelawsofWashingtonStateandwhohavecompletedanRBScourseacceptabletoStateParks(BMLEorequal).Page39of64
