Kittitas County Auditor - Agenda Staff Report
Prepared by: Brian Carlson, Budget and Finance Director
Agenda Date: May 17,2022
Topic: 2O22 Sheriff' s Deputy Cost Rate
Action Requested:
Approve Resolution adopting the 2022 Sheriff cost per deputy rates
Summary:
Pursuant to Federal regulations, and as a recipient of Federal grant awards, the County must calculate
and formally adopt hourly per-deputy rates for those grants that entail Deputy services.
The County Sheriff also provides services via contract, which are billed pursuant to these adopted rates
This agenda item consists of a Resolution to authorize the rates for 2022.
Background:
r Rates are calculated using cost-recognition criteria required by Federal regulations
o Costs are expressed as hourly, per-deputy, and are derived from direct- and indirect-cost (overhead)
calculations.
o The County adopts different rates for Federal and non-Federal clients. Federal rates are lower,
reflecting fewer allowed costs.
o Rates are not required to be calculated annually, but staff is attempting to establish this as a regular
annual process. Rates were updated and adopted in2O21-.
o The 2O22 rates reflect a7S% increase, driven primarily by:
o lncreased costs for Kitcom services
o lncreased insurance premiums
o Additional costs for body- and vehicle-cams for new deputies
o lncreased fuel and vehicle maintenance costs
e Proposed and prior-rates are:
2021 2022
a
a
a
Federal Non-Federal Federal
Regular $ 00.OOS 79.00S 71.00
Overtime S SS.OOS 119.00S 107.00
Attachments (2):
o Resolution 2022 Cost Rate per Deputy
o 2022 Certificate of Cost Per Deputy UNSIGNED
Non-Federal
S ss.oo
s 128.00
a
