Allowable road grades have gone from 15% to 10% for private roads.
Road surfacing requirements have changed.
Number of lots on a dead end road have changed from 40 to 30 lots maximum.
This proposed code change to the existing exemption would make MANY lots unbuildable by a
minor boundary line adjustment. Is this the direction we want to go when we have an
inventory problem?
Example: How would lots within a 15 year old development, under the older road standards,
be able to adjust a simple property line to an existing fence line without becoming
unbuildable under current road standards?
This proposed code change is a good example of the consequences that can occur without a
broad knowledge, history, and expertise that can be discussed collectively with the Public
Works Engineer, Planning Official, Fire Marshal and 3 members of the public at the same
table.
I STRONGLY oppose this update.

Thank you for the opportunity to provide comments and questions on these latest proposed
updates.

Best Regards,

Marc Kirkpatrick
Principal
D: (509) 656-4176
MKirkpatrick@EncompassES.net
www.EncompassES.net
Eastern Washington: 407 Swiftwater Blvd., Cle Elum, WA 98922 | P: (509) 674-7433
Western Washington: 165 NE Juniper St., Suite 201, Issaquah, WA 98027 | P: (425) 392-0250
Encompass Engineering & Surveying accepts no liability for the content of this email, or for the consequences of any
actions taken on the basis of the information provided, unless that information is subsequently confirmed in writing.
