APPENDIX II: PRELIMINARY AIRPORT ASSESSMENT <br />AIRPORT OVERVIEW <br />OTHER FEDERAL FUNDING SOURCES <br />Several federal agencies administer grant programs. The ones most likely to be <br />relevant to Bowers Field are described below. <br />number of grant programs (see https://www.transit.dot.gov/grants) 24, <br />related to various types of transit systems. Some programs are \y <br />directly administered by FTA and some are administered by states. <br />A few of these programs directly target rural areas and smatt cities. l?ff''f;ilfli[l <br />The potential value of these grants is to connect airports to adjacent communities. <br />Grants could be used to develop stops at airports or expand bus service to airports. <br />These are competitive grants. <br />The Economic Development Administration administers the Public <br />Works and Economic Adjustment Assistance Programs. These <br />competitive grants can be used for capital investments as well as <br />economic planning and revolving loan programs. Grants can be <br />awarded for amounts from $100,000 to $3 million. The principal limitation is that <br />construction grants must show how jobs will be directly created by the grant-funded <br />project. The potential value for the airports is in providing facilities for a prospective <br />tenant that have documentable jobs once constructed. <br />Administration - The U.S. Department of Commerce Economic <br />Development Administration provides grants that will promote <br />American business and trade. <br />Department of Agriculture's Rural Development office administers <br />several programs of potential relevance to airports across the <br />U.S. The programs most likely to be of value are: <br />Community Facilities Direct Loan and Grant Program: This program has the potential <br />to fund public-use facilities. Since a wide variety of projects could qualify for this grant, <br />there may be other ways that this source could be used. <br />Rural Energy for American Program; This program might fund the development of a <br />solar farm at any airports which have sufficient land. <br />Busrness and Cooperatives Program: This program could be used to support <br />development of a business, aviation-related or nonaviation, on airports with available land. <br />Rural Utilities Seryice.'This program could possibly be used to fund improvements to the <br />wastewater treatment at Bowers Field Airport.
