APPENDIX l: ASBP OVERVIEW <br />A. Reasons for an Airport Strategic Business Plan <br />According to the Transportation Research Board's Airport <br />Cooperative Research Program Report 77. Guidebook for <br />Developing GeneralAviation Airport Business Plans (Report 77), <br />there are several compelling reasons for a general aviation airport <br />to have an airport strategic business plan, as follows: <br />ACRP <br />Gd&br lrft61ryary <br />QFiC lY,rtd Alrps!uin6 Piffi <br />ntmm ,, <br />ffi <br />Another compelling reason discussed in Report 77 for a general aviation airport to <br />have an airport strategic business plan is that the FederalAviation Administration, <br />through the Airport Sponsor Assurances (specifically Assurance #24) requires that any <br />federally obligated airport be as financially self-sustaining as possible given the <br />circumstances that exist at the airport. <br />One of the best ways a federally obligated general aviation airport can comply with <br />Assurance #24 is to develop and implement an airport strategic business plan that, at <br />its core, demonstrates the ways airport management and policymakers are striving <br />toward achieving the goal of becoming (or continuing to be) financially self-sustaining. <br />Report 77 also discusses that there is an expectation that a federally obligated airport <br />will be operated and managed as a public enterprise; having an airport strategic <br />business plan demonstrates good stewardship by establishing goals, developing <br />objectives, and formulating action plans, consistent with realizing the airport's mission <br />and vision statements. <br />8Airport Strategic Business Plan, 0712612021
