KITTITAS COUNTY CONFERENCE OF GOVERNMENTS
PUBLIC FACILITIES FUND
POLICY NUMBER: 2022-02
POLICY TITLE: Gonflicts of lnterest
NARRATIVE:
The Council of Governments (COG) desires that consistency and fairness be applied to
all grant applicants during open solicitation for grant applications. During the annual call
for projects, it is anticipated that individual COG members may, from time to time, be
associated with a grant proposal beyond those directly related to individual
constituencies they represent. Current COG policy does not allow for the direct scoring
of COG member jurisdiction proposals. Effectively, the twelve-member COG will have
ten members scoring various jurisdictions proposals. When a COG member has some
conflict of interest with a proposal beyond their own jurisdictional proposal, that member
shall recuse themselves from scoring the conflicted proposal. That proposal would then
have nine COG members scoring and the total point allocation will be divided by nine.
Staff will compile all COG application score totals and divide each application point total
by the number of reviewers. This represents an averaged COG application score. In
the event of a COG member conflict, the proposal receives consistent ranking by the
COG (averaged score total) and competes fairly against all other applications.
Related Policies
o 2018-01 Award Process
o 2018-02 Project Award and Review Timeline
c 2018-03 Public Facilities Grant Application Forms
. 2022-01 Grant lnstructions
ADOPTION DATE: \4yI/Ll\"3 3pAAL)'ra' ' '
REVISION DATE: f.l W'
APPR S:
District 1
KCCG Public Facilities Fund Page 1
