KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />2022 AGENDA STAFF REPORT <br />AGENDA DATE: May 17, 2022 <br />ACTION REQUESTED: Conduct a Public Hearing for proposed vacation of a portion <br />of Holiday Avenue in Vantage, WA. <br />BACKGROUND: Holiday Avenue in Vantage, WA has provided access to dock <br />facilities since the mid 1970's. Recent actions by Grant PUD <br />removed the license from the property owner, terminating <br />ongoing use of the private dock. The dock is being removed <br />and Grant County PUD is proposing to intensify land use in <br />the vicinity of Holiday Avenue with a swimming area. <br />The proposed swim area, at the old private marina site, is <br />expected to create an attractive nuisance for adjoining <br />properties. There is no public parking associated with Holiday <br />Avenue or a turnaround on public right-of-way. Public Works <br />is soliciting the Washington State Department of <br />Transportation to acquire additional lands to create additional <br />overflow parking serving the existing boat ramp and river <br />access areas. <br />Public Works proposes to vacate a portion of Holiday Avenue <br />to the adjoining property owner and to Water District No. 6, <br />reserving an access easement for District 6. <br />The County Engineer and County Surveyor conducted <br />research pursuant to the request and finds no reason denying <br />the request for vacation. Once vacated, the land will become <br />attached to adjoining properties and add to the taxable land <br />mass of the County. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Conduct a Public Hearing and authorize the vacation of a <br />portion of Holiday Avenue. <br />HANDLING: Return one original to Public Works. <br />ATTACHMENTS: Resolution; Engineer's Report; Location map. <br />LEAD STAFF: Joshua Fredrickson, County Engineer <br />
