1/*AwcESTTU RY <br />E N G I N E E R I N G <br />Memo <br />To: Eric Johnson, WSDOT Aviation <br />From: Bryan Condon, PE <br />Date: May 6, 2022 <br />Project: Bowers Field Airport — Wetland and Stream Mitigation Project (Design) <br />Re: Project Scope and Fee Estimate <br />Project Overview and Environmental Timeline <br />The Wetland and Stream Mitigation Design Project will address NEPA requirements associated with upcoming <br />Airport Improvement Projects at Bowers Field Airport. These upcoming projects are expected to impact critical <br />areas (wetlands and stream), and, as established by an Environmental Assessment, this mitigation project is <br />needed to offset the impacts of those critical areas. This project will be funded through the FAA AIP program, <br />and is required to follow the environmental requirements of NEPA. The original intent was that this project <br />would follow the standard FAA grant application schedule, with environmental documentation for the project <br />being completed early 2022, and scope and fee for a design grant completed in April of 2022. However, there <br />have been project delays related to a change in permitting, associated with a reduction in wetland impacts from <br />originally expected impacts. As such, Kittitas County (Owner) and Century West have not moved forward with <br />design scoping and development of project fee, as this will be dependent on the outcome of the environmental <br />finding. Furthermore, the FAA will not approve a scope of work until the environmental process is complete. The <br />environmental process is currently in the consultation period and is anticipated to be complete in June of 2022. <br />Planning Level Scope and Fee <br />In an effort to complete the WSDOT Airport Aid application by the May 13" deadline, we have looked at the <br />scope and fee from a high-level planning perspective based on anticipated project elements. We anticipate that <br />the design services for the project will consist of the following tasks: <br />Task 1— Project Management/Administration <br />Task 2 — Survey & Project Base Map Set Up <br />Task 3 — 50% Preliminary Design <br />Task 4 — 90% Design <br />Task 5 — Final Design <br />Task 6 — Bidding Services <br />Based on the anticipated scope tasks and similar projects of this nature, the total project cost is estimated to be <br />around $200,000. With that said, this number will still need to be refined through the final scoping process and <br />validated through the IFE and negotiation process. This is anticipated to be undertaken upon final completion of <br />the environmental process in June of 2022.
