Cook <br />RECOMMENDATION: <br />Direct Public Works (PW) solicit for a Fiscal Manager shadowing our current manager <br />through December 2022. Expedite hiring the Lead Fiscal Analyst allowing our payroll <br />specialist to interact with the Cayenta upgrade team and pending data migration effort. <br />BRIEFING SUMMARY: <br />• PW has been short a Fiscal Analyst for several months now. <br />• Attempts to implement a Lead Fiscal Analyst have stalled. <br />• A backlog of work is building in the Division. <br />• Fiscal Manager Remeto retires December 31, 2022. <br />• Unknown to PW, IT has been planning a significant upgrade to Cayenta — <br />including time management and job costing. <br />• PW is under -staffed to successfully support the software upgrade or the pending <br />retirement of Remeto. <br />BACKGROUND: <br />Following the resignation of a PW Fiscal Analyst at the end of January 2022, PW <br />requested action on establishing a Lead Fiscal Analyst position for PW and the Auditor's <br />Office. The current two analysts have been covering department workload with <br />assistance from Finance Manager Remeto. Owing to building workload, PW did solicit <br />for a Fiscal Analyst and the solicitation closed on April 8, 2022. PW was not able to <br />change experience requirements as any changes must be bargained with the Courthouse <br />Union's business agent. Neither of the two applicants possess sufficient accounting skill <br />meeting minimum requirements for hire consideration. PW understands that a <br />memorandum of understanding with Council 2 is not in place allowing solicitation of a <br />Lead Fiscal Analyst. <br />PW learned last last week (04/1412022) of IT's pending Cayenta software program <br />upgrade.
