KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />Commissioners' Auditorium and Webex <br />Regular Meeting <br />MONDAY 1:30 PM APRIL 25, 2022 <br />Board members present: Chairman Laura Osiadacz, Vice -Chairman Cory <br />Wright, Commissioner Brett Wachsmith <br />Others: Mark Cook, Candie header, Public Works; Dan Carlson, Jeremy <br />Johnston, Jeremiah Cromie, Jeremy Larson, Stephanie Mifflin, Jessica <br />Miller, Community Development Services; Kristine Foreman, Human <br />Resources; Jim Goeben, Information Technology; and One (1) Member of <br />the Public <br />At 2:00 pm Chairman Laura Osiadacz opened the Public Works Study <br />Session. <br />RIDGECREST ROAD AND ACCESS ISSUES <br />Mark Cook gave background on Ridgecrest Road and the land use <br />decisions in the surrounding area and how those decisions have <br />affected the access/road issues. Mark Cook stated that a few years <br />ago staff had conversations regarding the development of a Road <br />Improvement District for Ridgecrest and the possibility of the road <br />being used as an alternate access to the Teanaway area as an <br />evacuation route. Mark Cook continued that a property owner has been <br />granted permits from other county departments and they are now <br />requesting an access permit, however, the road is not built to <br />current standards and has been certified, so no access permit can be <br />granted. Mark Cook stated that there are a few options for Board <br />consideration that include a road maintenance agreement between the <br />property owners, a road improvement district, a variance application <br />submitted for consideration, or a voluntary restrictive covenant <br />placed on title for other properties in the area. Mark Cook added <br />that a hold harmless agreement could be reviewed as well. Pat Deneen <br />was in attendance and gave public comment regarding his support for <br />the suggestions being made by Public Works. Discussion was held. <br />Staff was directed to research Ridgecrest Road as a possible <br />evacuation route and work with legal to determine if a voluntary <br />covenant or hold harmless agreement is feasible. <br />FISCAL DEPARTMENT STAFFING AND CAYENTA SOFTWARE UPGRADE DISCUSSION <br />Mark Cook stated that the current Finance Manager for Public Works <br />will be retiring at the end of December 2022. Mark Cook continued <br />that Public Works would like to hire a new Finance Manager ahead of <br />that retirement for training purposes and discussion was held that <br />current savings from vacant positions can cover the cost of the <br />2022-04-25 MINUTES <br />
