KITTITAS COUNTY <br />SOLID WASTE AND MAINTENANCE MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br />Regular Meeting-Webex <br />TUESDAY 2:00 PM April 12, 2022 <br />Board members present Laura Osiadacz, Chairman, Cory Wright, Vice -Chairman and <br />Commissioner Brett Wachsmith. <br />Others: Patti Stacey, Solid Waste/Facility Maintenance Director, Erica Luce, DLR Group team <br />members: Lori Coppenrath, Erica Loynd & Lisa Lazar <br />Meeting called to order at 2:02 p.m. <br />Executive Session - Chairman Osiadacz called meeting to order at 2:03 p.m. and announced per <br />RCW 42.30.110, the Board would recess into Executive session for 15 minutes, with anticipated <br />action, to discuss the consideration of selecting a site or the acquisition of real estate by lease or <br />purchase when public knowledge regarding such consideration would cause a likelihood of <br />increased price. At 2:18 p.m. the Board reconvened from executive session. <br />The action taken was as follows: Public Works agreed to acquire land from Solid Waste. The <br />original requested purchase price for the land being $1,074,717.97. Included in this total is a <br />Signal Light cost of $204,422.42, which a 50/50 cost split was agreed upon between Public <br />Works and Solid Waste equaling $102,211.21 cost per department. Public Works agreed upon a <br />purchase price of $500,000.00 from Road Funds. The Commissioners agreed to pay remaining <br />balance of $472,506.76 to Solid Waste by REET Funds. <br />DLR Group Presentation — Patti introduced engineering company DLR Group who then <br />conducted a presentation to the Board regarding the Kittitas County Courthouse replacement <br />options. DLR Group's presentation included three main schemes involving locations and sizes <br />of potential future government, courthouse, sheriff, and jail buildings. DLR Group team <br />members informed the Board they used analytical data and are following modern best practices <br />along with speaking to the Kittitas County Sheriff's department about realistic needs. Team <br />members also stated their overall goal of the presentation was to narrow down a location. <br />Discussion was held on current jail size and capacity, parking, site-specific zoning difficulties <br />and possible city variances. The Board held further discussion on location options, cost and <br />requested the next presentation to include price estimates on locations and options. The next <br />meeting with DLR Group was set for June 14th, 2022. Patti agreed to present the information to <br />department heads at the next Management Team meeting as the needs for each department <br />contribute to the need of the project. <br />
