2. Project Description Summary: Provide a brief summary the project being proposed and
a general description of how it will address homelessness or affordable housing in
Kittitas County. Be sure and indicate whether the proposal is intended to provide direct
client services or construction, maintenance, or improvement of housing facilities,
including a proposed timeline for completion. (300 words max.)
This proposal is for the acquisition of 4.8 acres in the city of Ellensburg, including a
disused hotel structure. We intend to purchase the property and building utilizing a
combination of HAHC, City of Ellensburg, and HopeSource funds to address the
housing needs of Kittitas County. Following the rehabilitation of the existing structure,
HopeSource will initially offer 16 one-bedroom 550 square foot housing units for
low-income families and individuals at or below 60% Area Median lncome, with 5 units
dedicated as homeless units. Once the property is purchased, appropriate funding
sources for rehabilitation will be identified and sought. ln addition, support services such
as housing and employment stability case management, referral to mental and physical
health, disability, and substance use providers will be offered. The property will be
staffed with an on-site manager. Future uses of the vacant portions of the property will
be placed into an affordable housing application with the State and Federal
governments, providing up to 50 affordable housing units by 2025-26. New affordable
housing units will benefit the greater Ellensburg community by creating a more stable
and connected community close to service and retailjob opportunities, including the
proposed "Canals" prolect.
5
Doc I D: 4ad0596977 1 3e4eb6b6522ca80bfcd3afea75bdb
